Guidance on coronavirus tests at border crossing points at 27 January 2021
The Finnish government has decided to tighten the restrictions on entry to Finland from 27 th of Jan to 25th of Feb. The aim of the changes is to prevent the spread of new coronavirus mutations.
All passengers from risk countries and persons belonging to special border crossing categories are directed to COVID-test locations in accordance with this guide, unless they have a negative result from a coronavirus test (PCR or antigen test) taken up to 72 hours before entry or a reliable certificate of former covid-19 infection. Freight transport is an exempt from the mandatory testing.
If a person stays in Finland for more than 72 hours, they must apply for a second test after 3 days. This is done in the place of residence. Such an passenger is directed to contact the health care of the border crossing area for the collection of data for the test planning purposes.
Those who cross the border on regular basis are not referred for tests during each border crossing. A negative coronavirus test certificate is accepted for them if the test was taken less than 7 days before crossing the border.
The authorities at the border and in the health care instruct passengers to act in such a way that the possibility of spreading the infection does not increase before both test results are completed (self-quarantine).
Testing and a recommendation on self-quarantine or the collection of contact data do not apply to freight transport personnel. Testing should still be carried out if the person has symptoms suitable for the coronavirus.

The primary study is the Covid-19 antigen rapid test. The positive result shall be verified by a separate PCR sample.
A positive result means the strain of the virus and the necessary decisions regarding isolation and possible quarantines are made by the communicable diseases authority.
